Calaveras County Cannabis Environmental Impact Report

Final EIR Status: The Final Environmental Impact Report (EIR) was formally accepted by Calaveras County in September 2017 following completion of the environmental review process required under the California Environmental Quality Act (CEQA).

Project Background

In February 2016, the Calaveras County Board of Supervisors directed staff to develop permanent regulations for commercial cannabis cultivation. Environmental analysis subsequently began using the draft regulatory ordinance as the project description.

Throughout the CEQA process, the County evaluated multiple land use and regulatory alternatives to understand potential environmental impacts associated with cannabis cultivation, processing, and related commercial activities.

Environmental analysis included alternatives such as maintaining existing conditions, reduced cultivation scenarios, regulated commercial cultivation, and prohibition of cannabis cultivation activities within the County.

After review of environmental impacts, public comments, agency comments, and policy alternatives, the Final EIR was completed and entered into the public record in September 2017.

Final EIR Includes

  • Responses to public and agency comments received during Draft EIR circulation.

  • Revisions and clarifications to environmental analysis.

  • Mitigation measures and monitoring requirements.

  • Evaluation of project alternatives under CEQA.

  • Supporting documentation for final County legislative action.

The Draft and Final Environmental Impact Reports remain available as part of the County's public administrative record.
